In an article less than a week ago, when I Lu Weibing hinted at MIUI 13 I wrote: "These are just guesses, but I'm sure there will be more rumours before the debut." It did, the storyteller would say. 2 days ago MIUI 13 stable version testing has started in China. Kornél ended the article by saying, "We'll be in touch, as soon as we know something, we'll come back with the details!" Well, we got something.:D
The Xiaomiui provided information on when the new system will be released and which devices will receive it. Xiaomi, has started working on a closed internal beta of MIUI 13, so it will not debut MIUI 13 first in beta and then in stable as in previous years. Instead, developers will release the stable version first, then the beta version. Rumours suggest that the system will be compatible with Android 11 and above, and it's pretty certain that, whichever gets the Android 12 update, will be able to run MIUI 13.
As seen in MIUI 12, MIUI 12.5 and older versions, not all features were available on versions below the target Android version. The target Android version for MIUI 12 is Android 10, MIUI 12.5 is Android 11, and the target Android version for MIUI 13 is Android 12, so no Android 10 phone will get MIUI 13.

The MIUI 13 beta is scheduled to launch on 27 November, when the beta process will end for all devices that do not receive Android 12. MIUI 13 is expected to be unveiled at Xiaomi's event on December 16, which, if all goes well, will be live streamed as usual.
