According to leaked information, the system could be released in mid-2021, which seems realistic given the trends of the previous years.
A video has recently surfaced, which theoretically shows how the new system's off menu works. This is the first video of the new version, so like all such leaks, it should be treated with caution.
Xiaomi is likely to announce it in late 2020-early 2021, until then we will most certainly see videos and screenshots.

Back in April, xiaomi.cn, the Chinese site of Xiaomi, published a post, where fans are invited to participate in the functional design of MIUI 13, so the preparation has already started in April or earlier.
