Xiaomi has always been finicky about the speed of the MIUI system, with bans and lack of certain features to prevent possible third-party slowdowns, anomalies and bugs in operation. One such recurring problem is the transfer of apps to external storage, an SD card. The explanation for this is the slowdown due to the I/O speed disadvantage of cheap and inexpensive cards. But now tightening the belt even tighter, we now ban certain Launcher, Launcher, Home Screen, etc., third-party apps in Chinese ruins. Global MIUI doesn't have it yet.

For the Mi 9, this has already been introduced in the 9.3.18 weekly beta update, if you want to set up a Launcher app that is not listed in the company's own app store, it will simply not allow it and will send you a message to acknowledge this. This message can be found in the Security app, in the English xml file.

XDA Developer also asked Xiaomi to clarify this decision, and this is the answer they received:

"Third-party starters are allowed in Chinese ROMs, after Xiaomi's verification process. Any launcher listed in the Mi App Store (our mainland China app marketplace) can be automatically verified and used on MIUI smartphones running the Chinese ROM. There are no plans to implement a verification process for launchers with firmware globally (including India)."

So, according to Xiaomi's response, third-party launchers are not completely excluded, they just need to be authorized in the Mi Store and after a successful authorization process, they can be set as default launcher. This restriction does not apply to Global roms, you can still set anything there.
